                        Greatings and Salutations
To all my close friends, friends, associates, acquaintances
and especially those who scare me a little.. you know who
you are (Sir Ash, Sir Davkil). Please allow me to remind you
that you need not wait for the fickle comings and goings of
random merchants. My supplies of potions are well stocked
and at your disposal. I will even be happy to come to you
and show my wears. I also sell some lessor formal componants
battle scrolls and armor kits if the need is great. And if you

Attention citizens of Shadowmoor.  Posted on this wall are the Laws of Akidai as well as King Garrus's cooperation and recognition regarding the Laws of Shadowmoor as agreed upon during last gather's meeting with His Grace and his Councilors.  Additional copies of this document will be distributed as needed.  This meeting was attended by all available representatives from the major guilds and groups in Shadowmoor.  These groups included:  The Mages Guild, Healer's Guild, The Red and Black (new name soon to come!), The Druid's Grove of Shadowmoor, and The Armory.

Laws of Akidai

By decree of King Garrus, the following are outlawed within the City:

Murder – defined as causing the death of someone through immediate or delayed action.  This includes wounds delivered via weapons and spells and also includes actions that result in eventual, if not immediate, death such as poisoning of food.
   Sentence: The offending party will be executed twice for every murder committed.

Assault – defined as any action, via weapon/spell/poison that harms, or attempts to harm, a citizen of the City.
   Sentence: The offending party will be executed once for every assault committed.

Theft – defined as the taking of another’s property, either from their person or their dwelling.
   Sentence: The offending party will return all stolen property and serve the offended party as a slave for a minimum duration of one year.  In the event that the property cannot be returned, the offended party is allowed to take ownership of any property of the thief that they wish.

Sedition – defined as any action that willfully harms the City, King Garrus, or the members of his Majesty’s Council.  Additionally, includes any inaction that results in harm to the City, King Garrus, or the Council.
   Sentence: The offending party will be executed permanently.  All property will be forfeit to the King’s coffers, to be used in the assistance of rehousing Coalition troops who wish to return to Akidai.  King Garrus or a member of his Council may alter this sentence as they see fit.

Handling of Corpses – defined as any action to corpses, including destruction or movement, without the express permission of his Majesty’s Necromancer’s Guild.
   Sentence: The offending party will be executed once for every corpse disturbed.  Additionally, at the discretion of Councilor Qamra, his majesty's Chief Councilor, the offending party’s corpse may be used in whatever means necessary.

Slavery has been outlawed for the time being. All slaves are now freemen and may seek out Councilor Areis for assistance with housing and work.

Indentured Servants are NOT slaves and thus are protected under all the laws that apply to citizens of Akidai.

The Necromancer’s Guild
Members of his Majesty’s Necromancer’s Guild are above the law, and as such may only be prosecuted by King Garrus or Councilor Qamra.  If found to be acting outside of the orders of King Garrus, then the offending guild members will be permanently executed.

His Majesty’s Council
The members of King Akidai’s Council answer directly to his Majesty and as such are above the law. If you feel a councilor is abusing their power, report them to another councilor or to his majesty's town guard.

Additional Laws that Citizens of Akidai will adhere to when visiting or traveling within Shadowmoor, or the oasis surrounding it:

No Necromancy - This includes creation or harboring of undead, or the casting of any necromantic spell or ritual.
   Sentence: One execution for each confirmed necromantic event (one spell/ritual/undead = one event)

No Entering the Home of any Shadowmoorian - Citizens of Akidai will only enter public buildings within the township.
   Sentence: One execution for each confirmed entrance

Additional laws for actions within Shadowmoor will be added if necessary, based on continued communications with the leadership of the town.

In an attempt to pay off debt and offset expenditures, the Healers' Guild will have various items for sale at the upcoming gather ranging from potions to poisons.

Also, as always we do accept donations for keeping you alive on the field of battle and for various other services provided by the guild.  Donations can be given to any guild member.

I am minded of the cards some Seers use; a fuller deck than those I've played at. Numbers and symbols, nobles and Powers... Those with only a little familiarity would see the card that swims in my vision as an ill portent. They know only the mortal meaning, the instinct to shrink from that grin.

To any member/potential member of the Healer's Guild:

There will be a meeting at the guild promptly at 12:00 on the Friday night of the next Gathering. It is required, and you will be there unless you have spoken to me personally. If you are not there and cannot give me a good enough reason why you did not attend, the consequences will not be pleasant.

To anyone who wants to sleep in the Guild (including members and potential members):

If you would like a bed, I need to know before the Gathering so I can make sure not to overbook sleeping arrangements. If I do not know, then there is a good possibility you will not have a bed.

Be it known that on this day the Defender's of Light have been re-established under the direction of Zared Dysien, Morganus Bronzehammer, and Luc Undertablet

Membership, while evaluated on a case by case basis, is not terribly restrictive. New citizens in town are encouraged to seek out our Order. We offer protection, guidance, and an equal share of all monetary take. Please contact one of the three mentioned above, to begin the process to join the ranks. Please consider this a formal notice, I apologize for not attending to this matter personally; however, I am needed with my people. If further discussions on this are necessary, feel free to travel to Akidai. All citizens of Shadowmoor are free to travel and stay here as they wish.

Declaration of War
Let it be known by all that the City of Akidai and any who claim citizenship therein, under the rulership of King Garrus the First, has formally and officially declared a state of war on the forces of the Gargoyles.

Additionally, the City of Akidai formally and officially declares war on any who ally themselves with the Gargoyles.

King Garrus is not interested in filling the prisons of Akidai with Gargoyles; therefore no Gargoyle prisoners will be taken.

Any undead in the service of the Gargoyles will be destroyed outright.

In the event of hostilities that occur outside of the area known as the “Oasis”, any humanoid forces of the Gargoyle armies will be taken to be created and bolster the ranks of Akidai’s undead legions.



Declaration of Alliance
Let it be known by all that the City of Akidai and any who claim citizenship therein, under the rulership of King Garrus the First, has formally and officially declared a military and mutual aid alliance with the peoples of Shadowmoor.

Under this alliance, the armies of Akidai will give military assistance in both a martial and tactical manner.  This includes, but is not limited to: joint military operations, free sharing of information regarding the movements and plans of the Gargoyles and their armies, medical aid, and non-tariffed trade so long as the Kingdom and the Town of Shadowmoor remain actively engaged in the conflict with the Gargoyles.

Akidai will continue to honor the agreements outlined at the meeting between King Garrus and the leadership of Shadowmoor, no portion of our undead forces will enter Shadowmoor until such a time as the leadership of Shadowmoor agrees to allow those forces entry.

While operating jointly, the Akidai military forces will answer only to their appointed officers.  Should new orders become necessary, Sir Ash of the Town of Shadowmoor may confer with the ranking officer and determine any tactical changes that may be necessary.

Any intentional physical hostilities by the citizens of Shadowmoor on any citizen of Akidai will immediately and completely nullify the treaty of alliance until such a time as the offending party is brought before King Garrus or Chief Councilor Qamra.

Should any citizen of Akidai initiate an intentional physical hostility with a citizen of Shadowmoor, they may be detained until they can be brought before an Akidai officer. In this instance, three members of the leadership of Shadowmoor may be present to see the required sentence meted out.
