In the rulebook there is a table of colors that represent colors for weapons made with in-play value.
Is their a chart that I am missing somewhere which details any color restrictions for shields or can shields be decorated without (reasonable) limitation?

Most of the shields in town are "painted" with just about anything. I'm fairly sure you are safe as long as you don't use anything obscene.

The exception being that the back may not be "painted" to match a material with in-play value.
Example: You want a black shield. You buy an all-foam shield from Casey and decide to paint it yourself (since for some reason its not black already)...You should paint the front/edges black and the back brown (to represent wood) so as to not be intimating that you have an adamantine shield.

Just wondering if lead is not affected by magic (excluding the pipe from the AG) douse that mean that a lead weapon can be used to block spells?

Lead is effected by magic in the same way as wood , iron, copper, or steel.
