I know that weapons can't be made of a material with value, such as silver, gold, or gemstone, but what about inlays and writing on weapons? If I have a steel waylay, could it have, for instance, a silver or gold drawing, runes, or pattern on it, as long as it had no in-play value?

I think you can. My ploearm has gold pasterns on it and I did't pay any any gold for it.

If it's just decoration, and has no in-game properties or value, you're fine.

Yup. Any material that has a different in-game effect may not be used. This pretty much limits you to generic wood, stone, copper, bronze, iron, or steel.

Its not a matter of whether the object has IP value, but whether or not other people think that it has IP value that will determine if you are ganked and looted for your non-magical weapon.

Yes indeed. If its shiny enough, people tend to ask questions later as you leave the rez tree rather than in play.
